WASHINGTON (AP) — President Donald Trump is heading to hurricane-battered western North Carolina and wildfire-ravaged Los Angeles on Friday, using the first trip of his second administration to tour areas where politics has clouded the response to deadly disasters.

Shifting positions: Trump administration officials continued to reverse or revise the government’s stance on multiple fronts, including active Supreme Court cases, Jan. 6 prosecutions, school book bans, foreign aid programs and gender definitions. Mr. Trump also reinstated a Republican anti-abortion policy known as the “Mexico City Rule.”

A majority of direct FEMA assistance since 2015 has gone to states such as Florida, Louisiana and Texas, which have been hit with several natural disasters, according to federal records.

California was the next top beneficiary, at $3.7 billion, followed by the Virgin Islands at $2.9 billion and Texas at $2.8 billion. Some conservatives have previously suggested cuts to FEMA.
