Microsoft has confirmed a new bug is breaking Windows Outlook and there is no way to 'fix' it, at least for now.
The company has updated the announcement posts and confirmed that there is indeed a bug with disappearing features on systems with the “Get the latest updates as soon as they’re available” toggle on.
