LADWP and local officials have faced mounting scrutiny even since it emerged that the major reservoir had been shuttered for repairs by the time fire crews started battling the deadly Palisades Fire.
The LADWP, the largest U.S. municipal utility, should have maintained water in a nearby reservoir, which was dry at the time the flames erupted, the complaint said.
“LADWP made the conscious decision not to timely repair the Santa Ynez Reservoir cover, leaving the reservoir drained and unusable, all as a cost-saving measure,” Behle said.
