Peel and cut into 1 inch chunks. Fry in oil until slightly golden, about 3-4 minutes. Cool down and use a tostonera, cup or bowl to evenly flatten (not too thin). Combine water, garlic powder and salt in a bowl. Dip flattened plantains into the garlic salt water for 10 seconds and fry again
